
Katharine Kelleman, CEO
Katharine Kelleman has the pleasure to serve as chief executive officer of the public transit system serving the Pittsburgh region.
She is responsible for the operations of a 700-vehicle bus fleet and an 80-vehicle light rail system, which provide service to a total of more than 220,000 riders a day. She also oversees the organization's capital and operating budgets; partners and builds relationships with regional stakeholders; and successfully develops and manages local and federally-funded projects that enhance and expand service across the Pittsburgh region.
Since joining the agency in 2018, Katharine has supported better communication with customers; advanced the development of a mobile fare payment application; championed the need for a long-range service plan; and fought to ensure stable, reliable and sustainable funding to support a growing system.
Before coming to Pittsburgh, Katharine served as the CEO at Hillsborough Area Regional Transit (HART) in Tampa, Fla. She had previously worked in leadership roles for the Maryland Transit Administration and Dallas Area Rapid Transit (DART), and began her career in public transit as a transit planner in San Angelo, Texas.
Katharine received her Bachelor's degree in history from the University of Colorado at Colorado Springs and her Master's degree in public administration from San Angelo State University. She is a member of the American Institute of Certified Planners, and serves on the Board of Directors for the American Public Transit Association.
Katharine lives in Mt. Lebanon with her husband and two sons.

Mike Cetra
Show MoreMike Cetra serves as Chief Legal Officer and Open Records Officer. His division includes the Legal & Consulting Services, Internal Audit, Claims and System Safety Departments, and the transit police department. Prior to joining the agency in early 2007, Mike was in private practice as a commercial litigator. Mike earned his Juris Doctorate, magna cum laude, and Master of Business Administration degrees from Duquesne University, and his Bachelor of Arts degree, with a concentration in English writing, from the University of Pittsburgh. Mike is licensed to practice law in the Commonwealth of Pennsylvania and before the United States District Court for the Western District of Pennsylvania. He is a member of the Pennsylvania and Allegheny County Bar Associations and the Association of Corporate Counsel.

Inez Colon
Show MoreChief Human Resources Officer Inez Colon is responsible for the strategic development and management of HR core functions, including benefits, compensation, talent acquisition and development, employee and labor/union relations, alcohol/drug compliance, civil rights/diversity and fostering a positive and productive culture. Prior to joining the organization in 2001, Inez was a senior recruiter for U.S. Airways and VP for Organizational Design Consultants. Inez received a Bachelor’s degree in HR Management/Personnel Administration from Baruch College, City University of New York, a Master’s Degree in Public Administration from the University of Pittsburgh and has completed all coursework toward her doctoral program, also at Pitt. She holds a Senior Certified Professional certification from the Society for HR Management and a Senior Professional in HR certification from the HR Certification Institute. Inez also teaches HR at various universities.

Jeffrey Devlin
Show MoreJeffrey Devlin has served as Chief Information Officer since May 2018. His division oversees internal and external technological advancements to improve public transportation in Allegheny County. Prior to joining the organization, Jeffrey spent more than 25 years designing systems and leading the implementation of various technology projects, mostly in the higher education sector. In 2015, the Pittsburgh Technology Council and Greater Pittsburgh CIO Group named Jeffrey CIO of the Year in Education. Jeffrey earned his Bachelor's degree in business computer systems analysis from Saint Vincent College and his Master of Business Administration from Robert Morris University.

Rick Eanes
Show MoreAs deputy chief operating officer for maintenance, Rick Eanes oversees our four bus maintenance divisions, heavy and light rail car maintenance, and non-revenue vehicle maintenance. He joined the agency in 2002 after having served 20 years in the U.S. Marines. Rick was born and raised on Pittsburgh’s North Side and graduated from University of Maryland University College and attended classes at Duquesne University and the University of Pittsburgh.

Donny Hamilton Jr.
Show MoreDonny Hamilton, Jr. has served as Chief Strategy Officer since August 2021. Donny oversees financial planning and budgets, grants and capital programs, procurement, strategic planning, and disadvantaged business enterprise services. Prior to joining the agency, Donny spent 17 years in various leadership roles with the U.S. Department of Transportation’s Federal Highway Administration and Build America Bureau, where he led the implementation of a $4 billion annual finance program, oversaw a $22 billion multimodal project portfolio, and founded USDOT’s first recognized African-American employee resource group. Donny received his Master’s degree in Business Administration from William Woods University, his Master’s Degree in Community and Regional Planning from the University of Nebraska, and his Bachelor’s Degree in Urban Planning from Alabama Agriculture & Mechanical University.

Mike Heidkamp
Show MoreAs Chief Operating Officer for Transportation, Mike Heidkamp is responsible for many aspects of our system, from bus and rail operations to maintenance and operator training to special services and detours and the electronics shop. Mike began his career with us in 1993 as an bus operator. After a decade behind the wheel, he worked as a driving instructor and Commercial Driver’s License examiner, manager of the Way Department and the Non-Revenue Fleet Maintenance Department, as Director of Service Delivery at the Collier garage. He became Deputy Chief Operations Officer for Transportation in 2018. A second-generation employee, Mike was born in Brookline, graduated from Brashear High School and now resides in North Fayette Township with his wife, who is also an employee, and their three dogs.

David Huffaker
Show MoreChief Development Officer David Huffaker joined the organization in September 2018 after 15 years at Sound Transit in Seattle. David oversees the Engineering and Technical Support functions, long range Planning, Scheduling, Contracted Services (ACCESS) and the Transit Oriented Communities and Sustainability Programs. During his time at Sound Transit, David progressed from financial analyst to deputy executive director of operations and support services. Prior to his tenure at Sound Transit, David held positions at Price Waterhouse in Chicago, the Port of Seattle and Microsoft. David received a Bachelor's degree in economics from Stanford University, a Master's degree from the University of Washington, and is a Certified Public Accountant. David was a member of the Leadership APTA class of 2014 and participates on a number of APTA committees. He was also a member of the Eno Transit Senior Executive Class of 2018.

Charles Reeves
Show MoreAs deputy chief operating officer for operations, Charles "Chuck" Reeves is responsible for our four bus divisions, light rail division, the Monongahela Incline, dispatchers, training, and facilities maintenance. A third-generation transit employee, Chuck joined the organization in 2002 as an entry-level laborer after serving in the U.S. Air Force. Chuck earned his Bachelor's degree in organizational leadership from Point Park University and serves as president of the Pittsburgh chapter of the Community of Minority Transportation Officials (COMTO).

Don also oversees the warranty program and bus procurement. Don has been with us for more than 18 years in various capacities within the Maintenance Department. Don recently completed Robert Morris University’s Leadership Development Certificate Program for Organization Leadership. He also serves on several committees for the American Public Transportation Association.
